Kohlberg outlines three levels of moral reasoning. The first is pre-conventional (stages 1 and 2), housing levels one and two where people are more concerned with authority and consequences. The second is the conventional level, and contains stages three and four. The father in this question is in the second level because he was concerned more about the effect the child’s behavior would have on society (as "burglars and muggers") than on personal consequences. Those in the conventional level focus more on the effect that wrong-doing has on society than on personal consequences.
